Immigration, Refugees and Citizenship Canada (IRCC) is taking significant steps to improve the processing times for spousal and partner applications by incorporating advanced analytics and automated technology. This initiative will be applied to all spousal and partner applications under the family class, aiming to reunite families more swiftly and efficiently.
New Tools for Streamlined Processing
IRCC is introducing two innovative tools to enhance the processing of overseas family class spousal and partner applications. These tools are designed to expedite the review process, ensuring that families are reunited sooner without compromising the integrity of the application process.
Sponsorship Part Tool
The first tool focuses on the sponsorship part of the application. This tool uses rules developed by IRCC officers and machine learning algorithms based on historical data. It identifies routine cases that can be automatically approved, allowing these applications to bypass the initial manual review. Applications that do not receive automatic approval are forwarded to an officer for further examination. By automating routine approvals, IRCC officers can concentrate on more complex sponsorship cases, expediting overall processing times.
Principal Applicant Part Tool
The second tool assists in reviewing the principal applicant part of the application. It identifies routine applications for streamlined processing and determines eligibility. If the principal applicant is deemed eligible, the tool sends the file to an officer for final admissibility checks and decision-making. Applications that do not pass the eligibility check are sent to an officer for a manual review, ensuring that every application receives appropriate scrutiny.
Commitment to Responsible Technology Use

Algorithmic Impact Assessment (AIA)
An Algorithmic Impact Assessment (AIA) has been completed for the new tools, categorizing their impact level as moderate. This assessment, conducted in line with Canada’s Treasury Board Directive on Automated Decision-Making, includes several measures to mitigate potential risks. These measures encompass a review for potential discriminatory impacts, a Gender-Based Analysis Plus (GBA+), a quality assurance plan, and robust privacy and security features embedded in the tool’s design. Additionally, officers retain the authority to overturn decisions made by the tool, ensuring a fair and thorough review process.
